That's.... kind of an unfair comparison? The Sims 3 always had a lot of lots in its worlds. We all know how small Sims 4 worlds are. The standards have changed. Maybe not for the better, but I heard one of the things they're focusing on for TS4 is keeping it playable, even on lower-end computers. Which yeah, that means smaller worlds with less sims and less lots. It's unfortunate, but that's the truth of it all.
For a game pack world, Strangerville is actually pretty decently sized. Forgotten Hollow only had five lots. SV has eleven, counting the lab. The vacation worlds don't count, you cannot live in them.
But yeah, I still wasn't a fan of how Strangerville has all these empty, uneditable houses scattered around town. It feels like a tease. All these shop buildings too, which you cannot even enter. All the RV's. Your sim can't actually go visit every building there is, which is lame; at least the other worlds have the decency of shoving these houses into the background. But that's my only complaint.
