Make rulings help

Can you go into a little more detail on this? Does this involve a career?

Click on a computer, go to career, click law career and then make rulings

I found it fine, but I never gives any progress. It just always says not started.

Same thing is happening to me.

The game is broken. IMO it was shipped broken because there is no fidelity in the game. I did not really care about the missing pools or ghosts at launch. I just want marriages without cheaters. I know we shouldn't have to use mods to fix the mess but that's what I do. I don't do certain careers because they are buggy (the police career). Restaurants and vampires are broken also along with the repo man (oh maybe vamps got fixed). They just keep pushing out more content without fixing stuff they already have. If I discover something that is broken in the game I just avoid doing it again until I can find a mod. I am comfortable with cheating if I can but I shouldn't have to cheat. I read the patch notes and if they fix something I am happy!

I ran into this problem today and have found nothing to fix it. I guess I can cheat and get a promotion without completing it.

Looking for how to Make a Ruling. Found this. Tried it. It appears to be fixed. Had no problems.

Make Rulings goes straight from (Not Started) to (Complete) in the Job panel, so you'll have to do it all in one sitting. My Judge sim usually does her rulings right after work unless she has a critical Need to take care of first. It only takes a couple Sim hours. Just do what @SimplyKilo said and don't stop until it's finished.
