Yeah it's probably too late for them to announce an EP now, so a game pack is more likely.
I always thought the April survey of last year was for a potential game pack. If they selected a theme after the survey, it's totally plausible they're just finishing up the pack now for a late March release.

Man, I'd love heists as part of a Casinos/Hotel pack, but considering how lukewarm the community seems to be (I've seen more "Huh?" reactions than "yay" reactions to the idea) I'm not sure that it would be all that well recieved.
