Because I have this problem with one of my couple but one of the man has a girlfriend so he can't get married until I break up that relationship. I have also repaired my game, so I guess the breakup will happen. I don't want to break that relationship up just yet for story purposes but when that story runs its course the breakup will happen and hopefully my couple can get married then.
They were each married to different sims. They ended up dieing. With the Male sim, I kept his wife around as a ghost, had her move back into the house, they continued their romantic relationship. Then I had her go back to the netherworld and destroyed her tombstone. That's the only thing I can think of that's causing this issue. But with her Tombstone gone & her in the netherworld, i dont believe there's any way for him to break up with his dead wife.
