I think we'll get weather in December - you know, a time when they can really show off snow. After all, Cats and Dogs is coming in November.
September/October is the Halloween-ish season, when we get free events.
Puddles have been there since launch. Patching in weather for all regions is very unrealistic, even just one type of weather is not something I see them just throwing out for everyone.
