I think parsley comes in the seed pack you get when you're not even a gardener. Just click on one of the plant pots in the science venue and then click on the basic herb seed pack and you should get parsley, you can then use the seed that you purchased or plant some so you can have some for future reference. This. I always ask my sim to do that. Also, you might have to make the Reaper's Friend serum in the future. And you need to make a Death flower plant.
You will eventually need to level up his gardening so that he can graft plants.
Your sim will need apples, cherries (which you will need to find around town cuz you can't buy them), lily (you can't buy them too) and snapdragon (also, can't be bought from the seed packet).
