The seeds in each starter packet are random, so you might have to buy more than one packet to get the seed you want. I think parsley comes in the herbs packet, not the vegetable packet.
If you have a garden at another household in the same save, I think you can visit that household and harvest the plants yourself to get plants that they have and you don't.
You can find carrots at the minipark in the northeast neighborhood of Oasis Springs. That's the neighborhood across the river from the dinosaur on the world map. You'll probably have to stay in the neighborhood for awhile to give them time to grow. I don't know where to find parsley but it's probably in one of the other neighborhoods or parks.
