There is one carrot plant in Oasis Springs. Stay to the right side when you enter the park. Walk toward the back. The road will veer off to the right (passing the restrooms). Follow it. You'll pass a lemon tree and see a bench next to a trash receptacle. Look to your left. You'll see some bushes next to small(ish) rocks. The carrot plant is small, and it's between those bushes and a tree that's in front of huge boulders. I took a screenshot, but do not know if or how to post it here.
