It's fairly unrealistic to only have a light covering of snow on the ground in a Blizzard. It's also unrealistic to build a fully formed snow man from such a light covering of snow. It ruins immersion for me. The Sims 2 and 3 managed to have snow depth with no issues so I don't see any reason why this one can't as well. Usually when a new iteration of a game comes out it's generally supposed to be a better version but with somethings in the Sims 4 it feels like they're taken a step backwards. I think weather was one of the things they did better in the past.
