Well, arguably not everyone is upset about it. There are some that are unbothered by it, and that's understandable. But for some of us, snow depth provides a level of realism, and even charm, the game. I grew up in the mountains. I frequently build alpine and Bavarian inspired lots because they are culturally important to me, and I just big fat enjoy building them anyway. Heaps of snow on rooftops are an important element to alpine living/aesthetics in real life. Having a rather 2D snow covering on the ground, and roofs especially (for me), really erodes some of the magic that I've felt in previous iterations of Winter in the Sims franchise.
Back in 2018, another Simmer used these two images to show the contrast. The first is a house in Winter in the Sims 3. The second shows a similar designed home in Winter in the the Sims 4.

Of course, comparing these two photos obviously makes the Sims 3 look dated build wise. I personally do prefer the overall aesthetic of the Sims 4, and I was excited to see how visually improved snow accumulation would be in this iteration. I think deep snow would have aesthetically looked so much better in the Sims 4. Alas, we'll probably never know what could have been.
