They have the budget to spend for the development of This expansion not for updating the previous expansion. If they use their budget in redoing snow in all worlds, what would be left for Snowy Escape? Also every neighborhood in the game was crafted by hand. I am pretty sure that one guru talks about it on how every neighborhood has to be designed for snow.
