It really does. Flirting in general is completely broken.
For example: If you are playing a sim and their spouse, and are sitting at a restaurant table and a another sim approaches and starts flirting; even if the the sim you're playing rejects the advancement, your spouse will still consider it flirting on your part and get sad or angry.
It's just stupid and It's a broken game mechanic.
