There is a swirl of water as the Sim spins to transform into the mermaid.
In Deligracy's video during CAS with the mermaid, there were sometimes some bubbles with a fish that comes around the mermaid as well at point. It starts around 19:25 in the video below:

That 2nd video should honestly be the transformation in live mode!! They could just reverse the animation if a mermaid sim transforms back to a normal sim.
