First, back up your Sims 4 folder so if anything goes wrong, you don't lose anything and can get everything back.
To fix this, I would suggest to remove all mods and cc, then delete the localthumbcache file in your Sims 4 folder. This file is known to cause issues whenever you add or remove mods/cc. It's actually best to get into the habit of deleting it every time you make a change to your mods folder, even if it's just one piece of cc. This file will auto-generate each time the game is loaded up, if deleted.
Also, I would suggest deleting the files in the cache folder as well. Then do a game repair in Origin and try out the game completely vanilla to see if the problem is gone. If it is, you can try to put your mods and cc back in, but again, first delete the localthumbcache.
