You should also be able to register them with a work title from their phone and that should stop it. I did this with all of my Vampires, just gave them Vampiric titles so the game would read them as already employed. I don't recall ever seeing them as bartenders or vendors again. I wish I could remember what it says in the phone exactly, but I believe it's in the work category. I think this was made to be an official workaround for the game pulling undesired Sims to fill job duties. Hopefully it still works.
