I don't know if Maxis ever said that a color wheel was technically impossible...
I have always thought that it was a question about resources. Maxis could probably go back and add a color wheel to all their clothing, the question is rather if it's worth it. I think we are close to almost 1000 CAS items in the game with all the packs.
