More DLC or Update Current DLC & Base Game?

I really think Sulani would make a nice vacation destination.
All those cottages on the beach and around town that are just a back drop would make perfect rental units. And prizes for the fishing contests would also give it more depth.
Same for Del sol Valley. All those little houses in that one neighbourhood need to be opened up. The neighbourhood has no life all my sim can do is jog around some pretty houses that are for show only.
And then those cute townhouses in DU , they look so cute I wish my sims could live in them.
