Not literally every house, but most homes where I want my sims to gain logic quickly. Simply put, I don't always want to make my sims leave their lot just to build skills. I don't really go to parks unless my sims are having an event, like a date or a party, and I only send them to libraries for storytelling purposes. It's also not ideal for family play to have a single sim run off to the park to build logic while everyone else's needs are handled inefficiently at home (from a vanilla standpoint; I've modded this issue away).
Sometimes I just like playing them at home, and it's just weird that chess is only the time-efficient and space-efficient way they can increase logic, when a lot of people don't even own a full-sized chessboard table in real life.
Reading books for skill gains is very slow, not to mention that if you play on high free-will or with mods, sims will often cancel reading their books to go do something else.
