Baking always should have been a Base Game skill in my opinion and going forward into potentially Sims 5 I hope it always is.
There is already a mod that fixes this.
That's not a reason not to request it, tho :)
I know they want yet another DLC pack exclusive to be made base game. That is not a good thing.
