I don't know if they spawn in other libraries, but the werewolf books needed to unlock Lunap Epiphany and the Read 3 werewolf books aspiration task can be bought normally at any bookcase. My latest werewolf lives in Oasis Springs and was able to progress through his aspiration without ever having set a toe into Moonwood Mill.
More important for the lore are the objects you can dig up in Moonwood Mill: books/magazines unlock recipes and the pottery reveals more history.
