He will eventually. My founder sim died about 2 or 3 sim weeks after I got the message. I just let her be there pretty much as an NPC while I carried on and eventually she passed of old age and I got the have a sim from birth to natural death achievement so I'm glad I didn't force it.
But.... if you want to force it, woohoo in a rocket ship is a done deal for an elder. ;)
