If you mean like porches and decks yes they count but they aren’t extra tiles from what I’ve seen. They just count toward the final tile count as normal.
I watched the live stream on Utube which has subtitles and Dave said the foundation counts. He may mean decks and porches but he didn't say that, he said foundations.
Well yeah they’re the same thing, the interior is on a foundation, and so are decks and porches. Whether or not they’re raised means they count towards the tile limit. But pools and such don’t count.
They are totally different. Decks and porches extend out from a structure, foundations extend under a structure. You are likely right and Dave is wrong in the way he said it.
Eta. Not wrong per say but just in the way he described what does and doesn't count. What he could have meant was that all build floor tiles except for the outdoor build floor tiles count. Terran paints don't count.
