I am not sure why your sims 4 folder was deleted from your computer :( I am so sorry that it has occurred.
You will need to copy your back up tray and save folders that are on your portable hard drive, and put them into the current sims 4 folder, Remove the present save and tray folders, and replace them with your backup versions.
