Just a little update: I repaired my game but I think the issue still remains. It's better when they appear on a lot for the first time, or on a public lot (and it's been that way before I repaired) but when I'm on a residential lot, they still seem to just do nothing. Either talking for ages or just sitting there. I guess we only have to hope this is fixed in the next patch.
