I have no idea how the game decides which sims do walk-bys and stop-bys, but the first generation of my current game it was the same. My main sim was always going out to play with the dogs and cats that wandered by. 2nd generation, the family moved to the city, and you don't see strays there.
I do think you don't get them in all neighborhoods without mods, because Bienchen has mods just to add them to all the neighborhoods. You playing in Brindleton Bay?
