Okay, I actually figured it out today and since I have been playing Sims nonstop lately, I did not notice but the lot that my sims are in, the house actually has a “dog playground” trait or something similar to that which explains all the strays that has been coming. I’m a fool... :D and no, they are not living in Brindleton Bay.
