Mmkay this is kind of long but bear with me I hope my ramblings can help, I'll try and find some picture examples.
I have more love for the pack I have tried it since it came out so I did actually notice a massive difference, I have done a wedding since their patch of it with and without mods. Now yes, while it still seems to be not everyone has bugs to the same severity level for me it helps if I turn off free will and do the main focus of what I choose for events before just letting them hang out or whatever else they might want to be. Also when leading people in events for both the bride and groom it helps to split up the guests into groups, I think that's base game or it may be get together don't remember but it does help a lot to wrangle them. Lastly when going to areas it seems that having only one arch helps, and having different rooms to pull people in so they aren't so distracted is also helpful.
Should nothing work it might help to do a repair of your game.
Going with some of what I said usually you can click on the items, either the table, floor, or the bride and groom might pull up the options and you can call guest to do X or to watch x. You can click on the aisle and send people down which will also force them to collect there if you have a large family and they are taking time to arrive.
Whatever tables you are using for them to eat or a different one up to you have another one with no chairs and put the cake on that then click on it for cutting.
First dance does work but it can be moody, meaning it may work but not as expected.
Sometimes if sims or decoration happen to be in the way you may need to tell them dance more than once just to refresh the queue which may make them go into another room or outside all together if they don't or can't reach the dance floor. Not like they wave at the screen but if sims just won't stay off of it. I believe if you use slow dance with or dance with one of them it should also count as a first dance if the main wedding option is being too difficult. I hope that wasn't a bug but yeah worth a try.
Also when planning the ceremony some items you want to make sure are available, like the party bucket thing, I don't remember the name but it should have bottles coming out of it and sometimes they may not be able to ask for a toast or give it without it I have seen it both ways.
here is a wedding I had somewhat recently it takes me a while to have more but I got the first dance with no issue because I didn't have anyone gather to watch it I built the area around it so they could eat and couldn't bother the dance floor.
This is a slightly older wedding I couldn't get the guests to listen even though I only had two but where the roses are that is an aisle, clicking on that seemed to have forced them to behave. In the second picture, I could only get one guest at a time to stop dancing, so I let them party and again cancelled the first dance and redid it so they made their way outside instead. Yes it was cut short because i didn't originally have music out there but I just brought up the boombox and they were all good with nothing in the way. If I remember right toasting worked fine but I also had that on a separate table away from the cake.
Lastly, going further back, I remember this one again went well because as you can see, small rooms they have to be properly wrangled they didn't have much space to do much else. The second pic is the newer one where I crammed a lot of sims and didn't have enough seats so they sat on the aisle as well. For that one I had a mod to invite anybody and have longer parties, not specifically for weddings but they were updated.
Okay sorry for the long post hopefully someone else will get the pack and need this too but it's just what I've seen, the pack was genuinely really terrible when first came out and I tried anyways. It did not make me give on it and can be worth having depending on what your struggle is, so I hope I helped.
