I ended up just cheating the money away again.
Thank you for sharing this link! I wonder if the money 'glitch' is related to moving then? I did move my sims from the Tidal Tower to the Briny Tower (both Foxbury dorms). It was only because I wanted to make their room bigger, but the build mode option wasn't available in their current dorm. It will be interesting to see if this happens again.
