I might be missing something but I traveled to Foundry Cove and there are no rocks to dig up. I even entered Sylvan Glade and no rocks there either.  I don't know if I can proceed without finding one?

Another simmer found that when they found and dug up rocks at Oasis Springs, the task was also marked off. Perhaps try seeing if doing that helps.
