There is a "disable needs decay" cheat, accessible if you have testingcheats on. I can't remember if you get to it by clicking on the mailbox or clicking on a sim. I wonder if maybe you turned it on by mistake while using testingcheats? You could try looking at the mailbox or your sims to see if it's on and can be toggled off?
Both. Clicking on the Sim will allow you to just set their motives and clicking on the mailbox will allow you to set all Sims in your household or in the world. But they said in their first post that they made sure motives were enabled.
When this happened to me, as the OP said, reset, disabling then enabling motives, repairing the game, temporarily moving the Sim, and a few other things; none worked for me either. They just randomly started decaying normally after a couple (irl) days.
I did come across another suggestion just now though. Someone in the open bug report for this problem on EA's site said that using Modify in CAS, then accepting without doing anything worked for them for some reason. - paigeisin5New SpectatorSince the last update I am noticing my Sims's energy motive isn't dropping as quickly as it did in the past. This has become very apparent with one of my main Sims that owns a large lot with two llamas, a chicken coop with 4 chickens, plus a large garden with over twenty plants. She also has many rabbits she maintains relationships with as well as a flock of wild birds. Once her outside chores are done, she spends her afternoons canning produce and preparing animal treats. In the evenings she knits items to sell on Plopsy while watching the home decorating channel. Even after a very busy day her energy level is rarely in the yellow before one or two AM. I use MCCC but have never used it to slow motive decay, and I have checked to make sure I didn't reset it when this oddity popped up.

no i haven't ive doubled checked that incase i did it by mistake. - AJC20178Rising Noviceits happening to the full household
- GalacticGalSeasoned AceIt may be something has gone corrupt in you game save. Upload your family to your My Library and start a brand new save to plop them into. See if that helps, if not, do a game folder refresh, it's faster than uninstalling and reinstalling the game. And you can then place your original save into the new game folder. Best of luck. I really hate it when these things happen.
- LadyGray01Seasoned HotshotThat happened to my current Sim a couple days ago. Nothing I tried worked, so I just kept playing. Last night they started moving again.
