Yeah pretty irritating. I have to use a mod to keep other world sims from encroaching upon the world where the sim I'm currently playing is living. I decide who lives where for a reason. I only want to see the sims I placed in this world, be my sim's neighbor, so I have to use another mod to have the game only pull my created sims to generate as filler townies for walk-bys and community visitors, etc.
I almost never, ever take my sims to other worlds, it's a rare occasion when I do. I set up my worlds with all of the community lots they will visit in that world. The only exception is if my sim takes a tropical vacation or "drives to the beach for a day".
