Neighborhood Action Plans

There is something wrong with voting for the NAP in my game. I've tried voting with different households and it doesn't work as it used to before.. i click on an option and nothing happens. The check mark is also greyed out.
They have enough influence points and the voting is open but my sims cant vote.
Previously my sims could vote normally, so I don't know what has changed.
Any suggestions?.
