I know this is old, but I legit just had this issue!!! no idea where this file came from. I had double layered eyebrows and couldn't change my sims skintone, and all the alpha hairs were hideous. DELETED this file and now everything is working as normal again :/ thank you for posting this as I wouldn't have found it otherwise.
