I am a bit confused. You are talking about installing sims on PC but at the very end you say you play on console? If the game with Sona Ali is on PC, then I would definitely save a copy of that save game on the new laptop.
When I switched laptops, I moved all my sims save files, mods and tray folder to the new one. I kept the game installed on the old one but in the end I never used it. Reinstalling wasn't a hassle. Just install the EA app and then install sims 4 (all DLC you have will transfer). Moving the sims folder in my documents was easy enough.
Should you install sims on the new pc, be careful with one drive. Windows will probably suggest using one drive but that will mess up your game.

Game with Sona Ali (and all DLC) is on console but because I can't check game/household files there I had to get PC version as well (free base game) and I'm not interested in installing game again on new PC just in case a future update fixes one of the few rewards I yet have to unlock. Technically all I need is xml files extracted from BG+DLC as well as an option to download my household from the gallery so I can reupload her on MTS.
new PC is a Surface Go laptop, btw

Well, if you don't actually play the game on the new laptop, you can use your old pc to download her from the gallery. If that ever stops working, you can still install the game on the new laptop at that moment in the future , right?
