A new family doesn’t have to be a freshly created batch of Sims. Picking an existing Sim from your library is still creating a brand new household for the new save. So yes, players are forced to create a household before they can access any other part of the game.
I remember Maxis saying they were patching the game to bypass CAS and go directly to the world screen for new saves - not sure where that update stands as it’s been several months since we heard about it and no such change has been made. It has always bugged me that they force CAS on you as soon as you start a new game.
