I actually did that, as I mentioned in the OP, but that save got corrupted due to a bug with screenshots several times, and I had to make new ones. That annoyed me, so I posted it here. It could work so much smoother.
Another reasonable option would be if you could demolish a lot from the world mode, just like you can evict a household from there. It would save a TON of loading screens....
