All lots. I am mostly only using my own lots, so for me deleting all lots implies literally all lots. Maybe there could be two options: (1) bulldoze all lots, or (2) bulldoze residential lots only, for those that do prefer to keep the public lots. Now that I think of it, sometimes I keep the parks in Willow Creek and Oasis Springs, so an option to delete residential lots only would be handy.
