Just a reminder, that's $50 dollars total for two packs of the same theme which still have less content than the predecessor entry, whereas The Sims 3 gave you horses, cats, dogs, small pets, a new open world to explore while riding your horse around as in other worlds, tons of new skills to control your pets with, and more.
The Sims 3's version was released in 2011, costs $10 dollars less, and has more content. This franchise is becoming far more of a joke and greedy money grab than ever before.
What did the Sims 3 small pets do? Is it fair to compare content there? Once we get the pack comparisons can be made and worth speculated on. I am certain though if they put a massive amount of small pets into the Sims 4 Cats & Dogs pack they wouldn't be very interactive. I'd rather have them very interactive and pay more. I'm pretty sure I'm gonna like it though.

We know, as of now, the SP will come bundled with costumes for our cats & dogs (which will likely be the exclusive feature requiring C&D) and the new rodent pet. I don't think it's too early at all to speculate and judge this idea of withholding content from a pack you pay money for unless you pay additional money for another pack.
Mind you, this could be the start of a trend that will only grow worse and more anti-consumer with time.
Much agreement. It could result in SPs being used as an excuse to put less in the larger packs. The old "Well, we made a lot of stuff for this EP. More than we need, in fact! Hey, SP crew, want some code to pad out your next SP? It'll save you work and make EA more money!"
