Game Keeps Saying Not Responding

My game keeps saying it's not responding. I tried taking out all of my mods and it runs fine. So I believed it to be one of my mods. So I've been taking out mods bit my bit and opening my game. My game has completely loaded without this error and I've went through all of my mods. I even thought maybe my graphics were too high so I tried to lower them and to no avail. It's not my Tray or saves either because it ran smooth with just them in my game. I even went through the last exception report and removed the mods but it still says not responding. I have a pretty strong gaming laptop so I don't think my laptop is the problem.
