This is probably just something that they put out as an "emergency pack" to silence all the unhappy Vampire fans(now that they nerfed the vampires) since this wasn't on quarterly teaser.

They can't produce content that quick and on the fly. It probably has nothing to do with that.

It's basically two possibilities:

1) It's a free pack, but only for Pets users with only limited content for non-Pets users.
2) It's paid content solely for Pets users.

I reckon they've used the terms and conditions for Stuff Packs, even though it will be a free pack.
I believe they class the Holiday Pack as a Stuff Pack, while calling it a free pack everywhere else.

I should remind the forum that the devs have already released all of the paid content for this quarter. Recall the Q1 teaser, if you will.

It is intriguing.

I wonder if the Engagement Team have realized people would rather them spend their budget on building up existing packs, rather than challenges that don't mean anything.

I would really love the team to spend that budget on making content based on feedback.
