The sims team have already posted on the sims discord that the room feature should be pack exclusive and will be removed from base game in an upcoming patch.
Our Base Game Update on Feb 25th included a Unit Outlines feature in Build Mode that’s part of the upcoming release of the Businesses & Hobbies Expansion Pack on March 6th. This feature will not work without the pack & will be removed from the base game in an upcoming patch.
