This is a big update. They have been busy little beavers!!
However, they repeated this 7 times in the descriptions for Get Famous, Cottage Living, etc: Lots in Evergreen Harbor should now have some proper ground beneath them when accessed through build mode and the world should not look like it's underwater any longer.
