They may raise the sim limit again or just change the limit to unlimited. This way you can make more sims but keep in mind the actual sim limit is around 500 so if you start getting close to that I imagine townies will start to get culled.
As for the world I think there will 4 hoods. 2 residential as mentioned before the studio/work lot and a commercial area the one that is mentioned to have a park and exclusive nightclubs.
