Because we family players haven't had dedicated content since 2017 and Parenthood, so there's that, while you had Vampires, Realm of Magic & Paranormal, not counting Batu as I know many occult players dislike it and don't see it as an occult pack (it's not, it's a Disney World Batu advertisment pack).
I would say Cats and Dogs and Seasons are family oriented packs, both added a ton of family themed content. Even the other EP's like Snowy Escape, Island Living, and Get Together offer a bunch of family oriented activities and game play. Considering there isn't a Generations EP, I think Sims 4 has a lot of family themed content scattered throughout the various EP's, just because the themes of the packs aren't specifically about families, they still add content for families. Last year we got Tiny Living, Nifty Knitting, Eco Lifestyle, Snowy Escape, all of these in my opinion add on to family play in some way. Sure we recently got Paranormal Stuff, but before that, the last true occult pack was Realm of Magic. Don't get me wrong, I still really want more family game play, but I think occult players deserve more too.
