In fact there is nothing surprising in this announcement.
It takes 3 years to develop 1 EP.
I believe the developers have stated it generally takes about 1-3 years (or 4, like for Cats and Dogs) for an EP, 6 months to over a year for a GP, and 3 months or more for a SP. They've also said that they usually plan the content out three years ahead of time, so that might be what you're thinking of.
That seems more likely, that allows them to be more flexible with their production schedule, especially now that they are making kits as well.
They seem to be releasing content as "seasons" now but as we have seen it could be anything in those seasons, it could be packs, kits, refreshes or basegame updates in any amount.
This next EP is probably planned for either the first season in 2022, or a second season during summer. Releasing an EP in the beginning of the year is pretty rough if they will choose that, because dec and jan have less work days.
And if they will release an EP in the beginning of next year, does that mean that they will not release an EP during summer 2022? Them not releasing a second EP this year have left me with a lot of questions...
