Like the community SP projects, it took a long time between the concept and the final product.
9 months in order to create 60 items and a simple gameplay for SP13 Laundry Day Stuff and SP17 Nifty Knitting Stuff.
Keep in mind an EP is a world, 300 items (5 SP) and a complex gameplay.
Survey 2020 should be released in 2023.
But we don't know that they started making, for example, Get Famous, in 2014. They could have started developing it in 2016 and taken only two years?
I think the amount of time probably varies from pack to pack, especially with the pandemic. However, I think concepts, ideas, and general premises and artwork for packs are planned pretty far in advance.
