No Arrest Interaction

I am so frustrated with the detective career. I'm so bad at it! My policeman finally has clues, he issued an APB, went to the location, and the suspect is sitting there. How does he arrest her? I can'...

Try approaching the suspect and talking to them first and then see if that interaction appears in the social menu after that.
