When I had this bug I deleted the suspect's career right on the spot and could arrest her normally.
Problem is I do not remember whether I did this with MCCC or testingcheats true and shift clicking.
Worst case scenario: delete the suspect/co-worker in Household Management and the game should spawn a new one.
