No hate, but how can a game from 2014 have such terrible AI?

I get only frustration than an enjoyment from playing the sims4, i still remember i really need to talk to this sims or feed on them, but my sims only standing still waiting for those sims to walk at the edge of the map, then my sims started moving to them only for the action to be canceled as soon as my sims arrive on the target sim.
