Click on the 'fan' and then use the friendly menu. You should find the option to give autograph. Your Sim must be the one to seek. Once in awhile fans will ask my Sim for his autograph, but if you need this fulfilled for an aspiration (such as the Celebrity Meet & Greet goals) have your Sim be the one in pursuit. Hope this helps.
ETA: I haven't found it to be nerfed. Erik is just as popular as he always was. :)
